Employment & Training Incentives

Wallonia combines competitive labour incentives, deep skills availability, and customised public support to help foreign companies reduce employment costs, accelerate ramp-up, and secure highly qualified talent. With a strong tradition of industrial excellence and innovation, the region offers one of Europe’s most attractive environments for building and growing teams.

Federal Employment Incentives

Structural Reductions in Employer Social Security Contributions

All employers in Belgium benefit from structural reductions lowering employer social-security contributions across many employee categories.
The reduction amount depends on the employee’s quarterly salary, with higher support for lower and middle remuneration levels.

In practice, this mechanism generates several hundred euros of savings per full-time employee per quarter, and significantly more for specific salary profiles.
It provides a stable and predictable tool for labour-cost optimisation, particularly attractive for companies planning to scale their teams in Wallonia.

First Hirings Structural Reductions

Belgium offers a powerful incentive designed to support the first growth phase of a company. For businesses establishing operations in Wallonia, this mechanism delivers long-term, predictable payroll savings, making it a decisive asset for foreign investors planning their first recruitments.

The measure provides automatic quarterly reductions on employer social-security contributions for the first three employees:

These reductions can yield tens of thousands of euros in savings during the first years of activity—for example, hiring three workers can generate more than 60.000€ in cumulative reductions over their respective periods.

For foreign companies, this means lower upfront payroll pressure, a faster ramp-up, and the ability to invest more in talent acquisition, training, and market development. Combined with Wallonia’s regional incentives, this federal measure creates a cost-efficient environment for launching and scaling operations.

Activa Programme

The federal Activa measure remains active and provides a salary subsidy for hiring certain categories of jobseekers—such as long-term unemployed or older workers.
This mechanism can reduce net labour costs by 500€–1.000€ per month, depending on the worker’s profile.
